In 2019, WWIII demolished civilization, and 90% of humanity; God only knows how many animals were killed. Half a year later, not very long at all for a war, it was over; a war can't go on if there's no one alive to fight it. The remainder of the human population struggled to fix the destruction, but as they worked, they were unaware of a tiny rip in their world that led straight into the Other Realm. Well, this tear got bigger and bigger, until finally something came out of it; well, many somethings. They looked like dogs, or at least, mostly like dogs, but their nature was vastly different. These sadistic beings slaughtered the remnants of humanity and laid claim to earth, dominating the remaining mortal creatures. In the USA, there is a city called Starling, where all manner of dog and their wild cousins have come. It is a good city, surrounded by relatively undamaged farmland and forest, and full of warm, dry places to sleep. Its only drawback is that the hellhounds like it too, but the mortal canines have become fairly skilled in avoiding their supernatural counterparts. The war end six years ago, and no one even knows what caused it. The only thing the canines do know is that you must be strong to survive, and if you're not strong, all you can hope for is a quick finish.
